Trained service animals are welcome at Universal Orlando Resort, but attraction access is decided one experience at a time. Relief areas are available throughout the resort. Some attractions can accommodate an animal in the ride vehicle, while others use a portable kennel. At Volcano Bay, service animals may enter restaurants and merchandise locations but not pools or attractions.
The practical plan is simple: save the current park guide, mark relief stops in the Universal Orlando app and ask about boarding before entering each priority queue. Do not assume a rule from one attraction applies to the next.
Start with the entry and control rules
Universal permits trained service animals. Animals that do not meet the resort’s definition of a service animal are not allowed in the parks.
A service animal must be harnessed, leashed or tethered unless that equipment interferes with its work or the guest’s disability prevents its use. In that case, the handler must maintain control through voice, signals or another effective method.

Plan relief stops in the app, not from memory
Universal directs guests to the Universal Orlando app for current relief-area locations at Universal Studios Florida, Islands of Adventure and Epic Universe. Save at least three stops before the day begins: one near the entrance, one near the middle of the planned route and one near the exit.
Universal Studios Florida
Use the app for current locations. Plan around the New York and San Francisco side of the park if the day includes Revenge of the Mummy, Fast & Furious or Diagon Alley.
Islands of Adventure
Use the app for current locations. The park’s long loop makes a mid-route stop especially useful before crossing between Jurassic Park and Hogsmeade.
Epic Universe
Use the app for current locations. Check the stop nearest the portal where the next attraction block begins rather than backtracking through Celestial Park.
Volcano Bay
Two locations are published: Rainforest Village next to Maku Puihi Round Raft Rides, and River Village near Honu ika Moana.
Locations can change with construction or operations. If the app and the physical route disagree, ask a Team Member for the closest available area.
Every attraction has its own boarding decision
Floor space, side barriers, motion, water effects and other ride conditions can matter for a service animal. When an animal can board, it must remain on the floor of the ride vehicle, with its tail and other appendages inside the floor area.
A listed boarding accommodation answers whether the animal may enter the vehicle. It does not decide whether the experience is a good fit. Loud effects, performers, water, sudden motion and tight containment can still matter. Ask about the actual experience before boarding.
Use the guide for the park you are visiting
| Park | Useful boarding examples | What to check |
|---|---|---|
| Universal Studios Florida | Villain-Con Minion Blast, E.T. Adventure, The Bourne Stuntacular, Hogwarts Express, Race Through New York and TRANSFORMERS | Floor space, containment, effects and whether a kennel is used at other rides |
| Islands of Adventure | The Amazing Adventures of Spider-Man, The Cat in the Hat, Hogwarts Express, Skull Island: Reign of Kong and Storm Force Accelatron | Vehicle space, rough motion, loud effects and attraction-specific restrictions |
| Epic Universe | Astronomica, Constellation Carousel, Fyre Drill, Le Cirque Arcanus, The Untrainable Dragon, Viking Training Camp and Yoshi’s Adventure | Portal-specific routes, performance proximity, water effects and kennel availability at other rides |
| Volcano Bay | Restaurants and merchandise locations only | Service animals are not permitted in pools or attractions |
The examples above are a starting point, not a substitute for the current attraction entry. Save the official Universal Studios Florida and Islands of Adventure guide, Epic Universe guide and Volcano Bay guide for the visit.
Portable kennels are not resort kennel service
Portable service-animal kennels are available at certain attractions. Ask at the attraction entrance where the kennel is, when it can be used and how the party should proceed through the queue.
Universal Team Members cannot handle service animals. The guest or someone in the party remains responsible for the animal. This attraction accommodation is separate from boarding or day-care kennel service, which Universal Orlando does not provide.
- Confirm whether the animal can board. Use the current park guide, then verify at the entrance.
- Ask whether a portable kennel is available. Learn the location before joining the line.
- Set the handler plan. Decide who remains responsible for the animal if the party separates.
- Ask how the queue works. The procedure can differ by attraction.
- Check the next relief stop. Avoid discovering that the nearest stop is across the park after the ride.
Build the route around the animal first
Start with relief areas and restricted attractions, then add rides around those fixed points. CrowdLevels can help with the second step: check current conditions for Universal Studios Florida, Islands of Adventure and Epic Universe after the accessibility plan is set.
On a park-to-park day, review both park guides before arrival. Hogwarts Express has separate station entries in the Universal Studios Florida and Islands of Adventure material, so ask at the station if any part of the animal’s setup needs extra attention.
A short day-of checklist
- Save the accessibility page and the PDF guide for each park on the itinerary.
- Mark an entrance, midday and exit relief stop in the app.
- Review every priority attraction before building the route.
- Ask about boarding and portable kennels before entering a queue.
- Choose who remains responsible for the animal when the party separates.
- Carry cleanup supplies, water and anything the animal needs during a long park day.
- At Volcano Bay, plan around the two published relief areas and keep the animal out of pools and attractions.
