A new Orange County permit clue may connect Universal Orlando's Project 680 mystery to Dark Universe at Universal Epic Universe.

Theme Park Wizard shared the clue on X on May 26, citing plan-review comments for permit B26902626 at 1001 Epic Blvd.

The April 28 permit is tied to HB423 Waiver special-project site work. Kimley-Horn & Associates appears as the applicant in the shared permit materials, with Universal Orlando and Universal Creative in coordinating-company fields.

One review comment asks for a location map showing the proposed site improvements relative to Area 680. Another asks the applicant to label building 1570 on the utility plan.

Project 680 and Area 680

The Area 680 reference matters because Project 680 was already tied to early work for a possible future attraction at Epic Universe earlier this spring. That earlier paperwork did not identify a land, and it did not line up cleanly with the known Wizarding World Area P905 trail.

The earlier Epic Universe permit trail stayed separate for that reason. The new Area 680 and building 1570 notes give the project a stronger Dark Universe reading, but Universal has not announced a new Dark Universe attraction.

What the Permit Confirms

For now, the confirmed pieces are narrow: permit B26902626, the April 28 application date, the 1001 Epic Blvd. address, site-work language, the Area 680 review comment, and the building 1570 utility-plan comment.

A plan-review comment does not confirm a ride reveal. The next useful sign would be a clearer permit description, revised plans, or visible site work that can be tied to the same area.
